This online course is designed for Tribal Court Administrators, Tribal Court Managers, and Tribal Court Judges.  The Tribal Court Administration and Management Series- Level 1 course is the first of a three-part series. Each course is offered over 2 days, 5 hours each day.  Courses begin at  9 am PST.  

 

TOPICS:

The Court’s Purpose and Your Role as a Court Administrator or Manager

After this session, you will be able to:

 

  • Categorize and define the types of legal authority that impact the court;
  • Discuss due process and how it safeguards the legal rights of individuals;
  • Illustrate how court roles effect the court and how those roles are influenced by the justice                  system; 
  • Consider how organizational structure can assist or hinder the court;
  • Design goals for your court to enhance leadership and support strategic planning as well as action planning;
  • Critique court governance to enhance consistent court management;
  • Examine the roles and responsibilities of the Court Administrator or Court Manager;
  • Explain the Core Competencies; and 
  • Analyze the relationship between court operations, fiscal services, and other special support services.

 

Professional Standards and Ethics

After this session, you will be able to:

 

  • Determine and discuss how critical public trust and confidence is to the success and stability of       your justice system;
  • Summarize the responsibilities of the Court Administrator/Manager as the arbiter of Court                Personnel Ethics;
  • Explain the concepts of impartiality and confidentiality as they relate to ethics; 
  • Design a training exercise for your staff to teach them about legal advice prohibitions;
  • Develop safeguards to protect your Court’s integrity; and 
  • Create a public relations plan along with a public information campaign for the community.

 

Quality Control Mechanisms of the Court Administrator’s Office

After this session, you will be able to:

 

  • Recognize the need to identify court operations procedures for quality controls;
  • Develop authoritative guidelines to create uniformity of procedures and processes;
  • Apply the Trial Court Performance Standards to enhance Access to Justice, examining the                  concepts of Expedition and Timeliness, Equality, Fairness and Integrity, Judicial Independence       and Accountability as well as a further look at Public Trust and Confidence; and
  • Distinguish between key quality control mechanisms: Administrative or General Orders, Standing                   Orders, Administrative Policies, Rules, Internal Controls, and Manuals.

 

Caseflow and Workflow Management– Diagnosing and Correcting Problems

After this session, you will be able to:

 

  • Design a blueprint for a court self-assessment;
  • Discuss how workflow ties into caseflow
  • Create quality controls;
  • Enrich case calendaring;
  • Implement docket controls;
  • Develop valuable measurement tools;
  • Assess your court’s paper flow to reinforce forward movement of cases;
  • Explain the circumstances that cause backlog and discuss real-time solutions; and
  • Generate a plan to provide forms and other resources to court users while also providing procedures for handling pleadings and other documents.
